In Safire, latency is defined as the average TCP round-trip time (RTT) latency between the simulated clients and servers.
The RTT latency measurement indicates how long for the data transmitter to receive the acknowledgement from the receiver.
If packets are dropped by the firewall, TCP retransmission timeout will be triggered and will dramatically increase the RTT value.
